Big chains know how to play one city or state against another in a race to the bottom. The corporation tells the governments involved that the new facility will be built in the jurisdiction that offers the richest bundle of incentives. Under these conditions, the winning bidder feels compelled to give up so much that the new jobs are worth less than the concessions needed to lure them. All this has been heavily documented, for example by Michael Shuman in “The Local Economy Solution.”
